I have seen these, but never used one.  A few years ago I did get a TCP Fresh2 23 watt lamp from Fred Meyer.  I used it under the stairs where the cat box was (it burned 24/7).  It worked by using a special coating on the outer surface of the tube that was activated when the light was on.  It actually did a good job at reducing the cat box odor.
