These people do not fully understand that stores are allowed to sell out their remaining stock.  I believe cashiers like this should be thrown in prison and fired from their jobs.  Has anyone also tried to get incandescent bulbs from eBay and the seller would tell them that they cannot be shipped to California?

No need to post three separate comments.  I've combined them into one.  In the case of California, I don't believe the retailers were allowed to sell remaining stock.  The previous national restrictions on incandescent lamps pertained to manufacture and import, whereas CA's law prohibited sales.  Therefore if you'd already bought them, you're still allowed to use them, but you can't sell or re-sell lamp subject to the ban, even old stock, after the effective date.  What's worrisome is that California's tighter regulations tend to form a basis for other state or federal regulations, which makes sense from a consistency standpoint.  If there must be more prohibitions on incandescent lamps, I'm sure we'd all agree that a manufacture/import ban is preferable, which exempts used or old stock.  Hopefully a California-style rule is not adopted nationwide, but someday it might.

No problem buying NOS lamps online that way! @WorldwideHIDCollectorUSA: No, this is actually part of the new incandescent ban in California as of 2020. The cashiers can’t do anything about it, as stores are actually, but sadly, forbidden to sell their remaining stock. The ban does not affect your ability to buy lamps from eBay and ship them to California. I’ve done that many times without issue. @Patrick: That’s a good explanation for how the CA lamp ban works! I hope it does not get adapted as a national ban or law, either.

I’ve always been interested in all kinds of lighting, mainly incandescent and HID, and especially all kinds of sodium lamps (HPS/LPS). I’ll tolerate LED but I’m not a fan of it.
I’m not proud to say that my city has Devolved to LED.

Since many HID ballasts have been discontinued, I imagine that if you go to some electrical store, the cashier will throw the HID ballast in the trash saying that they are obsolete.

At this rate I'd either ask for free lamps, if that doesn't work wait til night time, wear a mask and bland clothing (incase of cameras) and dumpster dive for free bulbs, I've done it a few times. If you're uncomfortable with that than yes either swap bulbs into different packages or just flat out pocket them. As far as the store is concerned it's garbage. You are not going to be chased down for a light bulb. Honestly I dispise Californias government.

Yeah lamp and ballast bans are just 100% BS if you take the lamp up to the cashier to buy them they should just sell them after all you picked them out from the lamp isle yourself and you know what you want and are buying the the cashier. Many years ago I was buying games for my friend I had the Xbox 360 he had the PS3 I got two of the same games (cross platform not a "platformer" title) they would not sell me one of each I told the reason why they flat out refused to sell them I went to another location without issue some people are dense. We the consumer should get to light are homes and work areas how we please after all most of us pay for the electricity to run them not the place of purchase. I say most because some people may rent and some (not a lot do though) have utilities included.

There is nothing California can do to stop you from buying lamps out of state. Just go out of state, or buy off eBay, or buy online from vendors who are in the dark about California laws.
