My phones flashlight/camera flash has turned blue. I assume it is a phosphor failure??

It now causes some objects to fluoresce.

Phosphor degradation. However most LEDs that suffered phosphor degradation I've seen, turned into other colors like greenish.

The more the LED bulb is "pushed" to get more light from it-the more likely the phosphors are going to fail.The phone lights are good examples of LEDS pushed to their limits.

The phone camera flash lamps are designed for few 100's ms flashes at the rated current, but the actual time is controlled by the camera software.
If some programming moron decides to make a "super bright flashlight app" and allowing to turn the LED ON full power for longer than that single flash, no wonder the LED get fried...

Will the lamp eventually burn out or will it just keep turning more and more blue until it no longer has any white left?

If the phosphor is, what degrades way faster than the rest, it is very likely it will remain blue for a long time.
