Yes indeed the specification on European and American 40W tubes are the same.
Same for 20W T12, 14W, 15W and 30W for both sizes T8 and T12. (However 30W T12 is not really common in Europe)

So I can run T8 18W US tube on EU 18W ballast ?These tubes in middle from 20-40W range were used in trains and buses.

No the US T 18W are not intended as a economic replacement for T12 20W. There a T8 36W does not exist in general as they do not work on their ballasts of course with some exceptions.

Are the American 18W T8 contains argon that it can't be used as a retrofit for 20W T12?

American 18w T8 is the same as EU 18w T8, its the 17w T8 that is different.

I didn't realize European tubes were the Same specs as American tubes. I want to collect some European T12 lamps now.

I thought these T8 18W Energy saving tubes does not exist in the US. At least not in the same manner as in Europe. I thought that the American T8 18W is a appliance lamp with a different length as 26”, 28” and 30”.
But every day I learn somehing new.

Stuff like all those oddball appliance lamps does make it confusing!

I have multiple of the standard 24" T8 18w lamps. They were not all that uncommon here, especially in aquarium or plant type lamps. I still see some around these days, but the 17w T8 is now far more common.
