I was wondering what the correct ballasts are for the F20T9 lamp and the F30T8/CW/4 (which is a 19w 30in lamp). Do they operate on normal 120v choke ballasts for 20w lamps?

The F20T9 does operate  on a standard choke ballast for F20T12 lamps.
(I've also had a F20T9 work fine on a F20 RS ballast)

I'm not sure on the the F30"T8/CW/4 ... but I bet it'd run fine on the common F15T8-through-F20T12 chokes they make

My wrong guess:
Like for F17T8, to use (F30T8·CW·4 19W, or F18T8/CW/K/30) with a simple reactance choke on 120V mains, it will require long preheat period; either: manual preheat, a starter FS-25, or electronic starter.  Ordinary FS-2 will struggle to ignite this appliance lamp.  A 2-lamp, low power factor, trigger start ballast could not ignite it, I doubt any single lamp trigger start ballast could ignite it.  I should try a HPF 2-lamp trigger start ballast.

Revised after testing:
Yes, a starter FS-2 and simple reactance choke ballast succeeds to strike and run F30'T8/CW/4, and so does HPF Trigger Start 2-lamp ballast Universal 564-L-TC-P.
