Messing with bug zappers while the grid is live is NO JOKE! You could get a pretty bad shock from 5.2kV. Its dangerous, especially putting a piece of metal on the grid.

Now back on topic, my bug Zapper runs 24/7 during the summer with no problems, it's hanging from a bracket on my fence year 'round i only un-plug it to occasionally clean it and when it gets past bug season, as a matter of fact it's hanging out there right now !

I only put my bugzappers out for summer plus part of spring & fall (then they go in the shed for the cold seasons)
I used to leave them on 24/7 in when they were up (and yeah they got  rained on more than once, though if I was home & awake I'd unplug).
Now they're only on if I'm actually out in  the yard/patio/etc in the evening/night...so they get very little use.

If you piss in a bug zapper, you should not get shocked, if you are insulated from ground. The current will find easier to go ground by piss piss electrolites than your paracitic capacitance. 

Some nuances :

1. Bug zapper HV output is floating in most zappers

2. Your isolation from ground may not be sufficient for the output voltage of a bug zapper, even if it is sufficient for 230V. (Depending on what the isolation is)

3. The break up of the stream to separated droplets, isolated by air from each other, is the most significant reason why you won't get anything

They are also current-limited. Think of them as baby neon-sign-transformers. Aside from a painful shock, they're relatively harmless.

Rain water is less conductive than ground water. It will still pass enough current to heat up with a couple kV, but only if enough water is present to bridge the HV contacts... and possibly just evaporate as a result.

I hear it mentioned often that "bugs carry diseases". While that may be true of some species, using a bug zapper to turn them into an aerosol and spew their guts over a wide area does not seem to be a reliable transmission mitigation.
