I think he meant adding photos to the comments in pictures and in the forum.
You can attach photos up to 2MB in the forum. But the best method, is to upload the photos to a photo sharing website like https://postimages.org , and using the [img] tag, to embed the link to the file into the photo description, the comments or the post in the forum.
