The way I "predicted" when they would change out my street was by counting how many days were in between each "changeout" and how large of an area they covered each time. I first noticed when some LED lights on a road near my school were installed.

Usually, they like to brag about it. You can call them and they might very well give you an answer. Otherwise, carefully reading the newspaper will probably yield results.

It is usually the municipalities that get with the power company and work thru the math and decide when where and how.
