As I understand it, its the German lettering system for mercury lamps, H = mercury Q = long quarts arc tube L = luminescent outer bulb

Both the German and the British, have lettering system for mercury lamps, the Americans also have, but I don't remembers how it is works.

H for Hochdruck (high pressure), Q for Quecksilber (mercury), L for Leuchtstoff (fluorescent coating).
At least Narva designated uncoated lamps with A in place of the L, in this case I don't know the meaning if there is any (a HQA is just a plain mercury lamp without added features).
And I stands for Jod, referring to iodine as representative of halogens. So a HQI is a metal halide lamp.
Actually HQL and HQI are Osram brands, Narva had to abandon their use shortly after 1970, introducing Naviflux and Nachroma (plus Natralox for sodium vapor) as replacements. But still today both designators are used as usual generic terms to denote the lamp types in general.
