I dont think it is good idea to put anything electric into the road pavement if other option exist. It is the connection wiring, what fails in the first place there. That is the reason, why it is better to replace the seemingly simple inductive "vehicle counter" coils by a camera above the road and a computer in the control box, but very bad idea to replace passive reflective cat eyes by active powered ones. Yes, they seem to offer better visibility first, but as the tarmac is moving by the passing heavy traffic, the wires just cant handle that and break in no time.
