Normal NEMA heads don't have caps, due to the fact that the heat would damage them.

Would that explain why the amp usage is higher than the NEMA bucket?

yeeep. Though, LM did make CWA NEMA heads of 100 watts, the 100 watt lamp doesn't produce much heat compared to 175 or 250.
