This means that the LED will be the only legitimate light source and that the lamp technology will become only a niche product. >:(
I hope that the EU will be collapsed. Mercury lamps already been banned here in Israel. >:(

I dont know how did you end up in that conclusion but in that .pdf Osram list plenty of MH lamps that are either exemp from ErP regulation, being improved to meet the standart (update in process) or already fulfills requirements. Only small part of products cannot be futher improved to meet new requirements.

If you notice, neither type quartz MH lamp don't meets the ErP regulation, nither probe-start or pulse-start or compact.

Whats wrong with ceramic MH lamps?

And yes, many quartz MH seems to be phased out but in many case there is ceramic replament product available.

CMH lamps, have much longer cooling down period than QMH lamps (15-20 mins), and they are more expensive.
