During the time that the main discharge extingushed, there is a dim bluish glow, and some strange orange glows that I think that they are discharges in the outerbulb.

You'd be surprised at how many Chinese manufacturers export the exact same lamp to BOTH the US and European markets. I come across E40 base  pulse start metal halides all the time from a plethora of Chinese manufacturers who are supplying the exact same lamps to Europe. I understand that HPS is quite different in both operating voltage and current here than European HPS (or SON) systems, but Sylvania is beginning to market their HPS lamps under the Osram name here now ive noticed.
