He also brought into safety, that CFL will save them more energy, where in fact, no energy will be saved at all because: While 400W (Their main wattage for MH lamps that they use), have 85 lm/w average, and a 3-6 years live average, the 45W CFLs that they palns to move them, will have a light output as high as a 40W clear MV lamp (40lm/w), the life of them in the application they want to use them (Lowbays), will be from several days to several months (An almost continuous relamping), and the fixtures will barely light. It is just sad, to see the mad israeli people, using CFLs in applications they aren't suitable for this, and don't know that this lamp intended to be a retrofit for incandescent lamps only (The CFLs are actually called "Economical Lamp" (נורה חסכנית) in Israel, and in the commercial sector: "EL Lamps" (From the Dulux EL of Osram, despite it isn't the first electronic CFL that made to mass production, as it is the best-selling single model CFL in Israel of all time).
