Back at my father's office today to see if there are any more fixtures the company was getting rid of during the remodel, there were at least 10 more Lithonia 250w HPS floods out by the dumpster, after looking at each one I found one with a mercury vapor lamp in it, so I took that one home. Inside I found a no name F-can ballast, in fact there wasnt any info or wiring diagram at all. What I do know when testing other lamps on it that it is probe start, and multi-tap (120v, 240v, 277v). A new 250w Halide lamp cycles on it, but a 250w Mercury lamp works perfectly. Pics below. Lamp in fixture was an Eiko 250w Mercury Vapor clear (must also be relatively new as there is no arc-tube blackening)
