would this work to run a f48 on a f40 or f32 electronic ballast because electronic ballast are best for IS lamps

  yes F48 will work on F32 Instant start ballast but not program start ballast
  but here the catch the F48 is 430 Ma lamp while T8 ballst is 280 to 300 on it out put lead
  so look at the bright side of this. you can take a two lamp ballast F32 ballast to run a F48T12
  with it both lamp output lead combine together by leaving the red wire connected at lamp holder at one end
 and two blue lead connect to the lamp holder at the other end that will give a combine lamp output at full power
  for two lamp F48T12 you just need a 4 lamp F32 ballast this repeat above as the two lamp ballast above.
 this set up will also fire up F40T12s/F34T12

is there any recommended electronic ballast I should get

 I find Advance F32 instant start works good, but I have not come across amy other Electronic ballast yet
   I also heard you can do this on Universal Triad ballast as well. Instant start is hard on Lamps
  if used short period of use. but in commercial setting most fo them is left on for 8 hours or more
 starting them once a day.

 check this out what I did to my Slimeline lamp. as no one here in the US seen a 6 foot rapid start
 430ma lamp. so this what i did
