1. They took two pictures of Beer Sheva streetlighting: One picture is underexposed while the other is overexposed.
2. They took one picture of Beer Sheva streetlighting and processed it with Photoshop to make two pictures: One darker and one brighter.
The first opinion looks to me more correct.

The slight increased efficiency in HID lamps up to 150W is only because of lower electronic ballast loses and NOTHING ELSE. With 250W and over, electronic ballasts have HIGHER loses than magnetic ballasts.

These are sockets with mechanical timers, in which the air conditioners are connected, that aren't a part of the air conditioner systems and physically connects and disconnects the air conditioners from the mains at specific hours. With electronic air conditioners, this is a recipe for distroying the electronic cards of the air conditioners. Better to use the timers that integrated in the electronic cards of the air conditioners themselves. These devices are to be used ONLY with mechanical air conditioners from the 80' and earlier.
