Compared to my Osram NAV-TS 70W Super 4Y, my Osram HCI-TS 70W/830 don't phosphorescence after brief turning on.

Someone (was it James?) said that alumina luminescence in HPS probably depends on some rare-earth dopant. So, while Osram lamp's burner is most likely made from alumina too, it is much higher grade material and likely has it own specific set of additives.
