Of course not. No sane person would make a flashlight that has to warm up for a few minutes to reach rated output.

They use LEDs, possibly laser diodes with diffuser.

Heh, I have Underwater Kinetics metal halide flashlight in fact. 10W DC MH lamp takes about 5-10s to warm up :)

Definitely in need to post pictures/spectrum now!

To LEP topic, they promise blue laser to shine on a phosphor, but no manufacturer or pictures is mentioned. I suspect skeptically that in fact there may be superluminous LEDs 'laser wannabees' disguised as true lasers. That's probably why they are so easy on laser safety regulations, despite having of few watts of supposedly coherent radiation, even shining this in someone's dilated pupils ;)

Remember we discussed one such controversial light source about ~ 1 year ago here.

That's quick! Definitely makes it usable. But in the modern world, developing new metal halide stuff does not seem adviseable.
