My best guess would be, from top to bottom, two reds, one yellow and green, and a walk indication.

Such traffic lights can still be found in downtown Chicago (e.g. see Streetview of corner of N. Michigan Avenue and E. Ohio Street). There are two problems with this idea. One is that the forth section is a green ball, rather than a yellow arrow. The other is that there weren’t any computerized controllers at the time.

Assuming there’s no dedicated pedestrian signal, and since it is an intersection, perhaps it is R-RA-Y-G-GA. And since there appears to be a railroad line next the intersection, there could be a railroad crossing, and perhaps, when it activates, it activates a separate mechanically controlled activation. Not sure if it’s correct, but it’s just a thought.
