I wonder if there are any manufacturers that make any LED fixtures intended to replace HID fixtures that are designed with replaceable corn cob lamps in mind.

For example, are there LED street lighting luminaires or high bay luminaires that are specifically designed to use replaceable LED corn cob lamps?

I am asking this because I have a feeling that the lighting industry wants to outright ban any socketed outdoor lighting fixtures that are intended to replace HID luminaires and feel intense concerns over the amount of electronic waste that is created from having to dispose of integrated LED luminaires.

I don't know of any fixtures of that style. I think that COB or a SMD panel is cheaper and more efficient than having a lamp and a reflector system.

I just have a worry that E39 and E40 lampholders may someday be very hard to find due to the widespread adoption of integrated LED fixtures.

Not street lights, but I believe Feit Electric and Commercial electric made yardblasters that come with just a E26 socket and the LED cob lamp. The Feit Electric had a different style and the Commercial Electric one is based on the 65w CFL ones with the PC integrated to the ballast and facing the front of the head.

I am wondering if the future of E39 and E40 lampholders is uncertain and whether there will be a point when corn cob retrofit lamps become discontinued due to the dwindling numbers of socketed fixtures in existence?

Yes, I have a Commercial Electric bucket light as you describe, with a medium based socket and LED bulb. It does look like the ones that had the CFL bulb.

functionally a "COB" is a costly compromise VS dedicated panel / actual chip on board COB units with a LENS assembly like the AEL ATB S/M/L and the COOPER streetworks products
the existence of the sockets I believe will last a while but will get harder and harder to "retail" purchase as demand falls off as lamp based fittings get less common and lamps themselves go out of availability
even right now to keep a HPS-SON fitting going using modern lamps is quite costly with low life expectancy of NEW lamps and high purchase prices making the toss and replace the fitting a ever more cost effective task
