I would like to know if hot-restriking cosmopolis lamps can damage the lamp or the ballast, as before I knew that you couldn’t hot-restrike lamps like this, I did this a few times with my NOS Philips ARC 80. It still works, but I don’t know if it could’ve damaged the lamp or ballast a bit.

Hot restrike does put additional wear on system components. However, in the normal course of use, it should be negligible. Hot restrikes in HID installations are an expected event and cannot be entirely prevented. As long as you don't force a hot restrike an excessive amount of times, you should be good. Most of the wear would be on the lamp and ignitor, though.
Personally, I don't purposefully make my HID hot restrike other than once when first acquiring a fixture just to test how long it takes. On the other hand, if the power dips or I mistakenly unplug the wrong cord, I don't sweat it. Neither happens often.

I did hot-restrike that lamp a few times, and it is on a Harvard cosmopolis electronic ballast 42w.

My Osram HCI-TS 70W/830 takes 7 mins to hot restrike: https://www.lighting-gallery.net/gallery/displayimage.php?pos=-248716The glow discharge of the ignitor, should appear a short time before the lamp hot restrikes?

Your lamp was doing a similar thing to mine. Before it tried to restrike, it glowed at the ends a few times before it restriked.
