Okay, wait yeah now that you mention capacitance and starter, why didn't I think of that. It seems that the capacitance is causing the tube to "strike" before the filaments are properly warmed.
I stuck a "fresh" starter in one tube and it went back to "blink blink, glowing ends briefly, ding-start" while the older starter just kept blinking for 3-4 seconds.
Replaced the other starter, and that stopped the blinks.
So yeah, thank you for mentioning the starters. Previously, I used this metric to test my rapid-start's ground, but now it seems this metric helps to show when a starter is about to go.
