Glad you responded to this.  I did contact them.  Here is their response (along with the message I sent them):

Hi John,

Thank you for the note below.

The lamps are produced upon request and the minimum production runs per lamp type starts at 120 pcs ea.

If you are looking for a few pcs you may want to contact Light & Energy Management Group, Inc. in New York .

They use many of the colored lamps for their clients.

Subject: colored fluorescent lamps

Hello.   I saw your site for colored fluorescent lamps.   I am interested in the colored F40T12 lamps, especially of the red, pink, blue and green colors.  How much for the lamps and do you have a minimum order of each color?  My lights take three lamps a piece and I am interested in a set of three of each color.  I also posted on a lighting forum directing the members to your site.  Some guys there have expressed sincere interest in colored lamps.
Thanks!

Panasonic lighting makes red, green and blue fluorescent in various linear and CFL sizes.  These lamps are made using just one phosphor used for tri-phosphor lamps.  These lamps are white when they're turned off as they don't use filters.

Philips also offers colored lamps, but there are only two types and neither are traditionally common sizes.

22" F24T5/HO and 46" F54T5/HO.  I'm not sure how they look.   Available in red, green and blue
