I saw on ebay and Amazon there are some adapters to make an f28t5 fit the t8. Are they electrically compatible? Not sure the electrical specs on either

Probably not electrically compatible. I am not very familiar with American-only tubes, but I believe F32T8 is rated ~136V 0.26A while F28T5 is 166V 0.17A.

Indeed. RRK is right about the tubes not being electrically compatible with each other.

There are some conversion kits that have an integrated ballast that will allow you to convert a F32T8 fluorescent tube fixture to use F28T5 HE fluorescent tubes. As a matter of fact, I have actually imported some conversion kits from the UK that can convert a F40T12 preheat fluorescent tube fixture to F28T5 HE.

Another alternative is to swap the ballasts while you use the T8 to T5 adapters.

I thought that these adapters have an internal electronic ballast and that they are bypassing the T8 ballast.

I believe some were made like that but some were probably only socket and length adapters to allow T5 lamps to fit in a T8 fixture. Those are probably better than the adapters with built in ballasts anyway since you can use full sized ballasts in the fixture instead.
