Rarely, when i switchs my SBMV lamp on, after ~1 sec the ballasting filament flickers wildly for about 2 secs.
Also from time to time when the lamp is turned off and back on by me, or went out because of a short power failure, its lit immediately after the 2 mins cooling down period without any negative glow between the main electrode and the probe electrode.
Why?

No, it is a 230V lamp, and so has no internal switch to short out the filament partially.

Most likely the interval between the arc striking and the initial glow discharge is very short ( around one cycle of 50Hz) before the other electrode starts to conduct, as it is still hot enough to emit whilst the internal pressure is low enough to allow ignition.

This is a good answer of my second question, but what with the first question about the rare case of the wildly flickering of the ballasting filament after turning on the lamp?

It is the time, when electrodes didn't warm up yet, so they have very high and unstable cathode fall drop. So the arc some times form the hot spot (so flash) by high current (cold filament), but this cool down till next mains cycle.
This behavior is normal for few seconds after power up, only on inductive ballast it take usually shorter time (less then 1 second for MV), because the current crosses zero (so arc extinguish) when there is maximum voltage available for restrike in the opposite polarity.

Medved: don't you saw the subject and the details of the video? It is during a hot restrike.
What cause the ballasting filament of SBMV lamps very rarely to flickers wildly while turning on them?

Electrodes cool down in less then a second, so hot restart mean you have to break down the gas and in the cold cathode mode create enough heat on electrodes to warm them up. So compare the cold start, you have higher the anode column voltage, so less remain for the electrode reheat, so the flashing...
That is, why only high voltage pulse creating a spark alone is not sufficient to reignite, the high current from the ballast has to heat up the electrode again.
And for the resistive ballast (filament in HWL) it is more difficult, as from the point of maximum voltage there is only 1/4 mains periode remaining to create enough ionization and reheat the electrde, so it ignite in text half-cycle as well (inductive ballast provide nearly 1/2 of the mains periode).
As this is sometimes successful, it create high current, so the filament heat up. Other times it is not successful, so the filament cool down. As these cases alter randomly, the result is flashing filament (and arc as well, but this is not as luminous at such low pressure)...
