Is the bulb new or used? As I've seen a few CFL bulbs form weird deposits on the inside of the glass globe, including weird cloudy deposits.

I'm not sure of the age of the bulb, but the cloudiness is on the outside and was formed when the OP scraped the coating off the bulb.
