| Apparently the $21.20 is for a 8x10 print of the original picture, with the digital copy available for $75.
Most city archives have a similar service. The Toronto Archives sells digital copies for $26.24 (CAD) or 8x10 prints for $30.00 (CAD). Low resolution digital copies (1050 x 734 px) are free.
