Thank you for bringing this up. I didn't realize this was going on again! I'll be interested to see what lamps are still exempt once this new rule goes into effect. I found another article that goes into a little more detail, though it is from December 16, 2021 so it is a little out of date: https://www.natlawreview.com/article/us-department-energy-proposes-to-impose-backstop-efficiency-standard-most-lampsSadly, there was a public comment period that is now closed. I wish I would have known about it! This article also mentions that some exempt categories including "rough service lamps, shatter-resistant lamps, 3-way incandescent lamps, high lumen incandescent lamps, and vibration service lamps" may lose their exemption. I hope those categories stay exempt! If not, guess I'll be hoarding before the new rule goes into effect.

I have also seen that California and Vermont are proposing a complete ban of CFL lamps and linear fluorescent tubes by 2025 to comply with the Minamata convention.

Yeah as each year goes by, I find it getting harder and harder to find conventional lamps, especially the less common types. HIDs were already cleared out from the stores a few years ago aside from 70w HPS. The pin based CFLs are starting to go, with limited selection and only one choice of colour temperature per wattage. Fluorescent is still ok but some of the less common options have disappeared.
A lot of that stuff is still available from specialist retailers but even they're starting to pare down on stuff as lamp manufacturers slim down their offerings. I suppose that leaves online or getting lucky at Restore.
I'm not entirely convinced that LED will be the only option by the 2030s. Even if conventional lighting is dead by then, I feel like the lighting manufacturers will have introduced some other technology to the market and are convincing everyone to switch to that from LED.

Sad but not surprising. I really wish we had an administration/government that would stay out of things like this, especially there are several other things that impact climate change far more than what kind of light bulbs people choose to use, LEDs have so many benefits in terms of efficiency that they're going to catch on anyways.
Also, since it sounds like this is going to ban light sources below 45 lpw, does that mean we could see lower wattage MV lamps be banned from production too? Most fall just under that rating, for example a 100w MV lamp is usually rated around 4,000 lumens when new.

Since the US ban on incandescent lamps says that stores and wholesalers are not allowed to sell lamps after July of 2023, does this mean that most lamps that have not been sold to customers will have to be destroyed? In addition, will that mean that banned incandescent lamps will become “rare” immediately after the July deadline?

I assume retailers will do everything they can to sell/give away all banned lamps before the deadline. I wonder about secondary markets like resale shops, etc. Will they even know about this law? Even if they do, I doubt anyone would give them a hard time for selling a few incandescent lamps here and there. 50 years from now, this will probably be one of those "blue laws" where technically, it will still be illegal to sell certain incandescent lamps, though it won't be worth enforcing.

The phone analogy is a terrible one anyway, it fails to consider the fact that incandescent technology has progressed past the original carbon filament lamps from the 1870s. Even your basic incandescent lamp uses a coiled coil tungsten filament which really wasn't really in use until the 30s. Well it's a take from one of those media "experts" so I'm not too surprised.
