I believe that an electronic ballast designed for 5 foot F58T8 fluorescent tubes would work best for these 65w PL-L CFL lamps since both these CFL lamps and F58T8 fluorescent tubes run at 100v 0.67a.

https://www.ebay.com/itm/124082352280If I had one of those, I would use a 50w M110 pulse start metal halide ballast as a preheat ballast without the ignitor connected but with a European Philips S10 starter connected between the center pins since 50w M110 pulse start metal halide lamps run at 85v 0.68a, which would be a close match for these CFL lamps, but I would not recommend using these CFL lamps on magnetic preheat circuits because the electrodes would wear out much faster since such lamps are designed for electronic ballasts.
