You can run S56 150W HPS lamps and European 150W HPS lamps on this ballast, but not 70W. European 70W would be overdriven, and American 70W HPS lamp would overheat the ballast.

Maybe two US 70W HPS in series may fit the rating, but that would be very dangerous (and by far not code compliant) creation (mainly the shell of the top lamp becoming exposed to the HV ignition pulses)
