You can easily find halophosphate fluorescent tubes at your local big box home improvement store, except for F40T12 tubes and F96T12 slimline tubes.

Only the F40T12 tubes, F96T12 slimlines, and F96T12 HO halophosphate tubes were banned except the F96T12 HO cold temperature tubes. In addition, halophosphate tubes in other lengths are still widely available in the USA such as 22w circline, F20T12, F15T8, etc.

You will have to try scouring local ReStores over and over again and you can also find halophosphate F40T12 tubes at estate sales, yard sales, and flea markets too.

yes, the full power u bend halophosphates were also banned in 1995 while the energy saving halophosphate F40T12 u bends were banned in 2012 along with energy saving linear halophosphate F40T12 tubes, energy saver halophosphate F96T12 slimlines, and energy saver halophosphate F96T12 HO tubes. In addition, most triphosphor F40T12 tubes, F96T12 slimline, and F96T12 HO tubes were also banned in 2012 if their CRI was under 87.

CW F40s can still be easly found.   And i find them for free on the streets during bulky collection pick up.

Used marketplace sites (FB/Kijiji/CL) seem to be where most of the older fluorescent lamps are in my area. That being said, I haven't found any old school /CW F40s recently.
