The second pic in the kijiji ad shows it lit, definitely mercury, or possibly converted to metal-halide or LED (God forbid). If it's original MV with its ballast, do you think it's worth the $70 CDN bucks?

Seconded. Plus it comes with a mounting arm which itself is around $30 new. I paid around the same for GE Crimefighter. Depending on how they converted to LED, converting back to MV might be as simple as reconnecting the original ballast. Metal halide is harder but I would just switch the lamp and clean up the wiring if it's probe start. To avoid disappointment, you could always the seller to send you pictures of the inside.

I find most phone cameras tend to portray /DX lamps the same too. Even quartz metal halide in some cases.

The owner says it's some type of vapor lamp since it takes 5 minutes to fully light. Other than that he doesn't know what it is.
I'll go get this in a day or two.
Does anyone know how the OV14B mounts on a pole arm? It has 2 doors which independently open?

Got it! I went and uninstalled it before sunset today, June 16th, with no issues. It was as original as one would hope, with a 250w "DX Phosphors" Sylvania clear-top lamp and fairly good condition internal gear. The square bolts however took a great deal of effort (again, as I've done this before for a vintage OV-25). The 2.5" post-arm itself w/custom mounting plates weighed more than the OV-14 "super B" luminaire.

Glad to see you got it. I think these might be the only pictures of the insides of a OV14B. Any idea on the date of manufacture? Looks like it's faded from the tag but the capacitors should have a date on them.
