I’m guessing it stands for plug-in lamp.

Philips is the first manufacturer to use the term PL for their external ballasted CFLs.

I"m don't speak English well, and rely on online translating to write in this site. Please forgive me if my choice of my words looks like offensive, while that isn't my intention.

Ash is right, the original name for this was "Pi-Lighting", inspired by the shape of the two parallel tubes connected by a top bridge. I have never seen an official confirmation though for what "SL" meant for the equivalent range of self-ballasted CFLs of Philips. I suspect that was just Dutch for Sparlamp = energy saving lamp.
