I know these are not preheat, but they still look to be pretty vintage, I contacted the guy, he still has them, says both of them work and include the lamps. the ballast pictured looks like it could possibly be leaking tar but i cannot really tell... they do not say no PCB, at least that i can see. so that should help date them. does anyone have any idea roughly, or are familiar with the company?

I wouldn't swear to it, but I'd say 70's or maybe 80's just by the look of the ballast and sticker on the reflector. I have an old Advance transformer "Kool Koil" From the 70s that has a similar looking label on it.
