Those lanterns appear to be some American Electric SOX low pressure sodium lanterns as far as I know.

Possibly a ballast burnout in this ConTempo judging by the big white discolouration on the cover. The fixture was later replaced with a Thorn floodlight that has also gone EOL while the second original ConTempo on the other side of the crossing still works. Even though the ConTempos look nice, their gear is made in China which likely contributed to the failure. I have some identical fixtures which is why I know that the white mark is directly above where the ballast is located.
