We wish our area was the same, but LEDs are slowly spreading.

Any mercury vapor lights left in Manitoba? I see Winnipeg had a lot of old fixtures from the 1960s before the LED changeout, but they were converted to HPS.

are you near an observatory(big telescope)? i know lps are often used in such areas as it is easy to filter it out. maybe hps close enough to monochromatic that filters work well too?

HPS are not even close at all, they have pretty continuous spectrum from yellow down to deep red (pressure broadening of the Na "D" line). So to filter it out you will loose half of the visible spectrum and not just narrow band around some distinct line like with LPS or MV
