Yes that's true,it is the same reflector/refractor but a larger deeper fixture.As an option, it should have a range from 150W to 400W.

I have seen some GE M-400As in Fresno, CA that are only 70w HPS. Pretty weird indeed!

The ballast could be replaced. That ballast doesn't come from factory for sure!

I can see the OVZ with the lowest of a 50 watt, but the bigger OVX that's wierd.The OVX shouldn't go lower than 150 watt.
The reflector in the OVX and OVZ are the same size.

I can see the sense in these being offered in all the wattages commonly used in street lighting, especially in the PowrDoor. An area which has standardized on the M400A can install the fixtures and simply fit whatever size ballast/door that is appropriate for what is being lit by that fixture.
