This is an LED edge-lit LCD TV. Why this is happens?

I lives in Israel, which is a 220-240V, 50hz country.

I would guess one of the LED stripes (the bottom one) had failed...

I'm guessed that this would be the problem. But the most bottom part of the picture, looks slightly brighter than the dark space.
