https://youtu.be/1DfxKqt4CLYA 15w ballast rated for 230v operation will work, slightly underdriving the lamp at 310mA instead of the lamp's rated 350mA. That is so close that i don't think it has much effect on the lamp's life span. You can also try and find an 18w one, see how that works. In the video above you can see how i hooked up a s10 starter and a capacitor to start the lamp, without having an actual "proper" SOX ballast and ignitor.
I still don't know yet how the starter-capacitor trick works - but it does, and works fine with 2 different, used 18w sox lamps.
The important part is the current. The current must be correct. The voltage will automatically get to the correct level if the current is right.
Side note: interesting ballast. I have never seen 25w lamps. 23w, yes. But 25? Nope.
