Yes. M59 is backwards compatible with H33 mercury vapour. Both are probe start.

Thanks, I don't know much about HID lighting, especially MV, hopefully I can find a clear 400w bulb.

One thing you can do is search “H33CD-400” or “HR400A33” for clear 400W H33 mercury vapor lamps.

Additionally, I think that replacing the lampholder with a position oriented E39 lampholder would be a nice upgrade to this wall pack fixture so that it could accommodate certain dedicated horizontal burn 400W M59 probe start metal halide lamps for improved luminous efficacy as those lamps have position oriented E39 bases with locating pins to prevent accidental installation in fixtures with base up or base down lampholders and to ensure that lamps with curved arc tubes have the arc tube curved upward. Ideally, you would want that wall pack fixture properly installed on the wall if you really do want to run the curved arc tube horizontal burn lamps. Proper position oriented E39 lampholders tend to have yellow glazing on them.

An interesting advantage that I see with running mercury vapor lamps on probe start metal halide ballasts is that the higher OCV of the probe start metal halide ballasts might help improve starting reliability of mercury vapor lamps in cold climate applications. Interestingly, I have seen a Jefferson mercury vapor ballast ad that mentions 400W H33 mercury vapor ballasts as having a 300V OCV for cold temperature applications and interestingly, 400W M59 peobe atart metal halide ballasts also have an OCV of around 300V to help probe start metal halide lamps start reliably. In that case, you might be able to run 400W M59 probe start metal halide lamps properly on 300V OCV cold climate 400W H33 mercury vapor ballasts without any circuit modifications at all.
