I am further don't understand why Gaash Lighting, Israel continues the use of Ni-Cd batteries on their commercial emergency lighting, because these type of batteries was banned in europe because of the cadmium toxicity and so they violating this ban. They should use Lead-Acid batteries like my portable Hyundai emergency lighting and my computer UPS uses.

I think the ban apply only for consumer battery sale, not for industrial/professional use.
NiCd have one great advantage: They tolerate infinite overcharging (but with limited current - 0.1CA as abs max), what make their charging "control gear" very simple: Serial capacitor and diode bridge (with two of diodes being Zeners for open circuity protection)...
Other advantages are longer life and higher energetic capacity per both volume and mass, so NiCd are for given capacity smaller and lighter then SLA.
In professional use is easier for authorities to track their correct disposal, so their toxicity is not a problem (only increase their total cost of ownership by the hazardous material handling).

I did some quick search about what they sell in Finland and all the stand-alone emergency lights that I found uses NiCd batteries too.

the Ni-CD isn't as common in the USA as much as it was before...but they still sell them mostly for outdoor solar power track lights as far as I know

They're probably conditionally exempt just as car batteries are conditionally exempt from RoHS leade   They don't use regular NiCds. They're high temperature rated.

SLA, NiMH and fully charged Li-Ion would degrade too quickly at temperatures seen inside light fixtures.
