I think the ban apply only for consumer battery sale, not for industrial/professional use. NiCd have one great advantage: They tolerate infinite overcharging (but with limited current - 0.1CA as abs max), what make their charging "control gear" very simple: Serial capacitor and diode bridge (with two of diodes being Zeners for open circuity protection)... Other advantages are longer life and higher energetic capacity per both volume and mass, so NiCd are for given capacity smaller and lighter then SLA. In professional use is easier for authorities to track their correct disposal, so their toxicity is not a problem (only increase their total cost of ownership by the hazardous material handling).
