I have a 70 watt GE halarc running on an electronic ballast. The lamp seems to be making the same noise the ballast is! Is this normal?

Probably OK. I have a Philips CMH (70W, elliptical E26, protected) which makes a tiny buzz. Not very loud, but noticeable in a quiet room. Mostly at run-up, quiets as lamp heats up. This lamp/electronic ballast combo was run for many years, no ill effects.
