The FUL lamps preceded modern CFLs. I think even before the Philips SL launch, Interelectric in USA was making FUL T6 lamps with separate ballast adaptor.
Needless to say they were not very successful, and a 1980 leaflet I have from them lists also the UV and special colour applications that they were clearly trying to target. For fly traps they work especially well due to the large diameter tubes and flat irradiating surface, better than normal CFL. But in general lighting they began to die out following the 1981 introduction of the Philips PL-S lamps and similar types.
