I think it'll depend on whether it's still economically viable to continue production in smaller quantities for those countries. For example if something is banned in the US market, most manufacturers will opt to discontinue the product rather than to continue production in significantly smaller quantities for the Canadian market. This was the case for most MV luminaires, they were never banned in Canada but post the 2008 US ban, the only MV luminaires avilable in Canada were the 175w yardlights.
If the lamps are made in the EU, it will also depend if the regulation applies to lamps destined for export. The bans on some T12 lamps in the US did not apply to lamps for export for example.
