You guys probably know about my grandpa I've talked about in my photos. Well, he has a 4' 2-lamp 40w (each) F40T12 strip above his workbench that takes about 5 seconds to ignite, and it buzzes. Should I:

Replace the ignitor, if so, what kind?
Replace the ballast, if so, what brand?
LEDize it completely?

I guess it is a RS.
So:
- Check all filaments are getting power (they should dimly glow, at least in the dark).
- Check the metal reflector is grounded
- Check the lamps are not dirty
