I am curious about this because I see that many countries in the world use series choke ballasts designed for 220-240v supplies on either 50 or 60hz.

In all 230V world (read: All countries using 220..240V as home socket mains voltage), anything else than a series reactor choke as a magnetic ballast is practically unheard of (beside some really special lamps the LPS and early adoption of probe start MH were the exceptions I know of, both turned to a series choke too once electronic ignitors became available, the MH became quickly replaced by pulse start lamps running againfrom just a series choke - because pulse lamps were much cheaper and/or way better performing).
Either connected to 230V for most wattages, or to 400V across phases for some 1kW and above with ~200V arc (still with just a series choke as the ballast).

I see that some 120v countries in Latin America also use 240v series chokes for their HID lamps such as Colombia and Venezuela.

If there it is most common to use 240V for HID, I wouldn't be surprised they adopt the "European" style ballasts and lamps (of course, ballasts need to be designed for 60Hz instead of 50Hz).
