| Normally there is nothing preventing such movement when e.g. vibrations or thermal cycles (as the arc starts and stops) are present, it would just take longer.
The rotation was just simulating the possible worst case scenario. it is how safety tests are supposed to be done - actively search for and identify weak points. Then measures could be designed to make it safe, but that is then a follow up thing.
