Isn't it simpler if the OP actually clarifies exactly what he wants (which he eventually did). It would be tedious if you have to consider all possible situations, and the answers for the needed laser power would range from a few milliwatts (in total darkness, if the beam is close to the room's ground where there are more dust in the air) to several kilowatts (in broad daylight at noon, in the outdoors with a clear sky)... not really useful.
