Led lamps, if well designed, are ok, but this crap is totally unsafe, as totally unsafe is the method of installation.
In my opinion, an good installation would require ballast bypass and lampholder removal, because with an simple bypass, earthing conductor will still be connected to metal case of the lamp.

@randacnam: Yeah, his behavior is very unprofessional. Definitely wouldn't hire the guy after this experience.
